Alltagsprobleme mit Internetarbeitsplätzen
Diskutiert werden die Alternativen zwischen beschränktem oder unbeschränktem Zugang, Mail- und Druckmöglichkeiten, kostenlosen oder -pflichtigen Dienstleistungen. Die Notwendigkeit eines Zugriffs ergibt sich aus der Abkehr von Printversionen wichtiger bibliographischer Werke. Die Attraktivität des Internets schafft indes Benutzungsprobleme, die Begrenzungen nötig erscheinen lassen, etwa auf bestimmte Benutzergruppen. Die Einschränkung auf lokale und Verbund-OPACs erfolgt aus Sorge um den Missbrauch des Internets und die Abkehr von der reinen Wissenschaftlichkeit. Neben möglichen Zensurvorwürfen und Zweifeln an der Erfüllung des allgemeinen Bildungsauftrages muss der Quellenwert auch von elektronischen Dokumenten in Betracht gezogen werden. Die Vorteile eines unbeschränkten Zugriffs liegen neben der imagefördernden Liberalität in der Erweiterung des Serviceangebotes angesichts sinkender Etats. Meist genügen statt Filtersoftware schriftliche oder mündliche Abschreckungsmaßnahmen gegen Missbrauch und Freizeit-Surfer.

Everyday problems with internet workstations in German scientific librariesThe article discusses the options available to libraries: free or limited access, provision of mailing and/or printing functions and the question of whether to charge library users or not. Providing access to the internet has now become essential for libraries, as important bibliographic reference works are frequently no longer published in printed versions. The popularity of the web, however, creates new problems for reader services, suggesting that access be limited to certain groups of library customers. In many libraries, access is limited to local or union OPACs due to worries about possible misuse of the internet and a proliferation of usage for non-academic purposes. Such measures, however, give rise to possible claims of censorship and question the fulfilment of the library's duty as a provider of comprehensive access to knowledge. Also, the source value of electronic documents needs to be taken into consideration. Apart from the positive image created by liberal rules for access to information, the main advantage of granting free access to the web lies in a substantial improvement of services in a time of falling budgets; conventional deterrents such as social control are effective against abuse and hobby-surfing.B.I.T.online 3(2000) Nr. 2 |
Problèmes quotidiens avec l'utilisation de l'internet dans quelques bibliothèques scientifiques allemandesLe texte discute les alternatives entre l'accès limité et illimité aux services de e-mail, des imprimantes et aux autres services gratuits et non-gratuits. L'accès aux tels services est devenu nécessaire à cause de l'abandon des versions imprimées des bibliographies importantes. Mais l'attraction de l'internet crée des problèmes de l'utilisation qui rendent nécessaires de limiter l'accès aux certains groupes. La décision de limiter l'accès aux catalogues électroniques locales ou collectives est souvent prise pour empêcher l'abus de l'internet et pour limiter l'accès aux seules fins scientifiques. Mais l'élimination de certains sites est très problématique : censure, caractère documentaire des documents électroniques etc. La réputation de libéralité et l'élargissement du service dans une époque où les budgets sont de plus en plus limités, sont les avantages d'un accès illimité. L'expérience montre que des mesures de dissuasion ou au contrôle social contre l'abus et les hobby-surfer sont presque toujours suffisants.Quelques cas singuliers d'être efficace.B.I.T.online 3(2000) Nr. 2 |
