Qualitätsmanagement, Standards und Bewertungskriterien in deutschen Bibliotheken
Dieser Text wurde vom Verfasser - auf Einladung des Goethe-Instituts
Moskau - als Vortrag auf dem "11. Allrussischen
Bibliothekskongress" in Jekaterinburg (Ural) am 17. Mai 2006
gehalten. Er liegt auch in russischer Übersetzung vor. -
Die föderale Struktur der Bundesrepublik Deutschland mit ihren
verteilten Zuständigkeiten auf Bund, Länder und Kommunen
(Kulturautonomie) und das Fehlen eines Bibliotheksgesetzes erschweren
die Entwicklung von einheitlichen Standards und Bewertungskriterien
und damit den Aufbau eines anerkannten Qualitätsmanagements in
Bibliotheken. Ausgehend von den frühen Richtwerten in den
Empfehlungspapieren der 1970er und 1990er Jahre geht der Bericht auf
erste Ansätze von Qualitätsstandards ein, die z.B. beim
Etat-, Flächen- und Personalbedarf von Bibliotheken einheitliche
Planziele formuliert haben. Ferner wird erläutert: Was ist
Qualität und welche Vorgehensweise zur Qualitätssicherung
ist sinnvoll? Welche Anforderungen müssen Standards erfüllen?
Drei unterschiedliche Praxisbeispiele (NRW, Südtirol, BIX)
beschreiben kurz den Ist-Stand konkreter QM-Maßnahmen. Ziel
muss es sein, anhand fachlich und politisch anerkannter
Bewertungskriterien den Politikern wie den bibliothekarischen
Führungskräften wichtige Anhaltspunkte zur effektiven
Steuerung der Bibliotheken an die Hand zu geben.

Quality management and uniform standards in German libraries
The author held this contribution - on invitation of the Goethe Institute
Moscow - as lecture on the "11. congress of Allrussian
libraries" in Jekaterinburg on May 17, 2006. - The development
of uniform standards and quality managements (QM) in German libraries
are made more difficult by the political structure of the Federal
Republic of Germany with their distributed competencies on
federation, countries and municipalities (culture autonomy) and by
the absence of a library law. On the basis of the early appoximate
values in the recommendation papers of the 1970er and 1990er years
deals the report with first beginnings of quality standards; these
formulated uniform defaults with the need for budget, for surfaces
and for personnel of libraries. Furthermore one describes: What is
quality and which proceeding is meaningful for quality assurance?
Which requirements have standards to fulfill? Three different
practical examples (North-Rhine-Westphalia, South Tyrol, BIX)
describe briefly the actual conditions of concrete QM-measures. An
objective it must be, to give important reference points to the
politicians und to the high-level personnel for the effective
controlling of the libraries on the basis of technical and
politically recognized valuation criteria.

La gestion de qualité (‘QM’), les standards et les
critères d’évaluation dans des bibliothèques

L’auteur était invité par l’Institut Goethe à
Moscou et a présenté cet article comme intervention à
l’occasion du‘ 11me Congrès des Bibliothèques
d’Allrussian’, qui avait lieu à Jekaterinburg, le
17. Mai 2006. - La structure fédérale de la
République Fédérale d’Allemagne avec leurs
compétences distribuées sur la Fédération,
les Bundeslaender, et les municipalités (autonomie culturelle)
et l’absence d’une loi bibliothécaire compliquent
le développement des normes et des critères
d’évaluation uniformes et donc le développement
d’une stratégie pour l’amélioration de la
qualité des bibliothèques. Sur las base des premières
indices de recommandation, formulées dans les année
1970 et 1990, le report évoque des premières approches
à des normes de qualité ; ces normes étaient
formulées pour les besoins du budget, des surfaces, ainsi que
du personnel des bibliothèques. En plus : Qu’est-ce
la qualité et quelle procédure pour assurance de la
qualité serait-elle appropriée ? Trois exemples
pratiques différents (NRW, le Haut-Adige, BIX) montrent, en
bref, brièvement l’état actuel de
l’implémentation de QM. L’objectif doit être
de donner des indices variables d’évaluation reconnue
professionellement et politiquement du côté des
politiciens comme du côté des cadres de bibliothèque
visant à une gestion effective des bibliothèques.
